Child Guarantee

On 17 January 2023, the Children’s Guarantee Action Plan 2022-2030 for Portugal – Plano de Ação da Garantia para a Infância 2022-2030 – was published in the Diário da República.  The Plan presents 4 major axes, in 12 objectives and 76 measures, articulated with various programs, plans and national Strategies.

Context:

The European Children’s Guarantee is one of the priorities of the action plan to implement the European Pillar of Social Rights which has set the goal of reducing the number of children at risk of poverty or social exclusion by five million by 2030.

The Child Guarantee, aims to improve the lives of children living in poverty and disadvantage, ensuring: Free health care; Free early childhood education and care; Free education; Adequate housing; Adequate nutrition. It is expected to be approved by the EU in the first half of 2021, with resources financed by the EU, according to the European Parliament’s interim agreement (Jan2021) and according to the economic study released in March 2021.
