Portuguese Child Guarantee Action Plan 2022-2030
The Portuguese Children’s Guarantee Action Plan 2022-2030 / Plano de Ação da Garantia para a Infância 2022-2030 published on 17 January 2023, aims to ensure effective and free access to education and school activities, early childhood care, at least one healthy meal every school day and health care, as well as effective access to healthy food and adequate housing, and to combat the social exclusion of children in need and child poverty by also ensuring the protection of children’s rights and equal opportunities.
The European Childs Guarantee is one of the priorities of the action plan to implement the European Pillar of Social Rights, in particular its 11th Principle, which set the goal of reducing the number of children at risk of poverty or social exclusion by five million by 2030.
The implementation of the Recommendation establishing the European Child Guarantee – unanimously approved by Member States in June 2021 under the Portuguese Presidency of the Council of the European Union – will be a major victory for 18 million children at risk and in poverty in Europe.
The adoption of the Recommendation at the Employment, Social Policy, Health and Consum Affairs Council seeks to ensure that all Member States guarantee access to essential services for children who are at risk or materially deprived, or who are disabled or suffering from mental health problems.
The Portuguese Child Guarantee Action Plan 2022-2030 (PAGPI 2022-2030) creates an integrated framework of public policies with the aim of responding to these objectives and fighting against the social exclusion of children and young people.
Portugal is therefore in a position to work towards preventing and combating poverty and social exclusion by providing access to a range of essential services and ensuring the defence of children’s rights and equal opportunities, with a view to breaking intergenerational cycles of poverty and inequality and reducing the socio-economic impact of the recent pandemic.
The PAGPI 2022-2030, presents the target of reducing poverty among children and young people, foreseen in the National Strategy to Combat Poverty, by removing 170,000 children from poverty by 2030 (according to the monetary poverty risk indicator).
The intervention is based in four pillars of action/key areas, in a transversal and integrated approach with various National Plans, Programmes or Strategies, with 12 strategic objectives and a set of 76 measures to achieve them:

Promote integration in the labour market and enhance wages; increase the qualification/skills of adults, especially those in families with children

Pillar IV – Inclusion of particularly vulnerable children and young people.
Progressive deinstitutionalisation of children and young people with the reinforcement of the family foster care response. Transition to responses promoting autonomy for young people in residential care. Intervention with the most vulnerable families as a way to avoid the need to apply child and youth placement measures. Taking into account the multidimensional nature of integration, the systemic approach for immigrant, refugee or minority children and young people.
